LRENA is ... "A federally recognized Tribal owned SBA 8(a) certified, Hubzone certified ISEE, ISBEE Joint Venture between the Little River Band of Ottawa Indians ("LRBOI") a sovereign Indian Nation and Energy by Native American Design (ENAD) delivering mission critical infrastructure, energy and construction solutions.

The Joint Venture leverages the unique strengths of Little River Government Contracting (LRGC) and ENAD to access new opportunities through the SBA Tribal 8(a) Program and Federal agency solicitations.

JV Strengths - ENAD

What makes ENAD such a strong competitor is its partnerships and resources. Through years of diligent efforts and strong ethics ENAD has developed partnerships with strong brands, companies and developed strong relationships with Federal agency CO(s). ENAD has partnered within the industry to develop technology and deploy these technologies into the energy sector.

ENAD is a full-service general contractor meeting the needs of US Federal, State and Tribal Governments through proven and established business relationships and supply chains. ENAD offers engineering, procurement and construction options to meet energy mandates, energy reduction goals, and energy security with a focus on renewable generation, distribution and optimization. ENAD also has experience resolving the most ­challenging technology needs in order to meet mandates while working within financial restrictions.

Tribal Affiliation

Little River Band of Ottawa Indians ("LRBOI") is a sovereign Indian Nation.

  • The Little River Band of Ottawa Indians descends from members of the Grand River Ottawa Bands, who historically lived along the Manistee River, Pere Marquette River, and the Grand River system in Michigan.  
  • They are a tribe of members who have persevered and fought to survive because of the 1836 Treaty of Washington and the Treaty of 1855. The 1836 Treaty of Washington – permitted the Ottawas to stay.
  • Due to historical events, this specific group, now known as the Little River Band, had their federal recognition reaffirmed by the United States in 1994.

In 1999, The Little River Band of Ottawa Indians opened the Little River Casino and Resort to take advantage of gaming and to provide for the Tribe. Long before Little River Holdings, LLC was formed in 2018, Tribal leaders recognized the need to diversify their revenue to continue providing for the Tribe and build generational wealth. Tribal leaders formed the Commerce Department. The Commerce Department eventually became Little River Holdings, LLC.

Branching out and creating diversification of revenue Little River Holdings, LLC created Little River Government Contracting, Little River Health Technologies and Little River Capital Management in 2018.   Little River Government Contracting is one of Little River Holdings’ strongest companies.

Since 2013 Energy by Native American Design (ENAD) has provided services for U.S. Federal Agencies, States, Tribal Governments, and Public Utilities.  In early 2023 ENAD restructured its operations after one of the partners seperated from the company. As the major share holder and tribe member of the Colorado River Indian Tribe, in Arizona, the company entered into negotiations with the Little River Band of Ottawa Indians to form a joint Venture that allowed ENAD to maintain its Core connection to Native American Small Business, ISEE, ISBEE classification and Set-Asides.

With recognition of the strengths of both LRGC and ENAD a Joint Venture was formed where the ethos of LRGC "One Team, One Mission" and ENAD's "One Call One Contractor" benefitted both the tribe and ENAD.

What is a Tribal Joint Venture (JV)?

A Tribal Joint Venture (JV) is a business partnership between a federally recognized Native American tribe (or a tribally owned entity) and one or more other businesses. In the context of set-aside contracting, particularly under programs like the Small Business Administration (SBA) 8(a) Business Development Program, a Tribal JV can compete for contracts reserved for small and disadvantaged businesses.

What it means for set-aside contracting:

  • Eligibility: Tribal JVs may qualify for set-aside contracts, including 8(a), HUBZone, and other federal small business programs, even if the tribal entity itself is not small—provided the JV meets the size and control requirements.

  • Advantages: Tribally owned entities enjoy certain regulatory benefits, such as not being subject to the usual limits on the number of sole-source contracts and higher thresholds for sole-source awards.

  • Contracting Goals: Tribal JVs help federal agencies meet small business and Native American contracting goals while also promoting economic development for tribes.

In summary, a Tribal JV creates a strategic pathway for tribes and their partners to access federal contracts while supporting tribal economic growth.
